Description
The Surface Access Coordination Lead is responsible for ensuring the timely and integrated delivery of all Surface Access activities required to support the Development Consent Order (DCO) programme. The role provides clear coordination across consultants, statutory stakeholders, and internal teams, maintaining alignment on scope, schedule, assumptions, and interdependencies to keep Surface Access activity progressing in line with programme requirements.
Working closely with Surface Access, Design & Engineering, Consents, and wider programme functions, the postholder ensures that modelling inputs and outputs are robust, compliant, and suitable for inclusion within the Environmental Impact Assessment and the wider DCO submission. By driving clarity, consistency, and structured reporting, the role enables effective leadership decision‑making and helps ensure Surface Access remains on the DCO critical path.
Responsibilities
Your role will involve
- Coordinate all surface access workstreams and team diaries to ensure timely, integrated delivery of activities supporting the DCO programme, including support to scope and assumption freeze milestones.
- Supporting, maintaining alignment across internal teams, consultants, and external stakeholders, providing clarity on scope, cost, schedule, dependencies, and delivery responsibilities.
- Act as the key interface between the Surface Access team and consultant partners, enabling efficient coordination and integrated working with Design & Engineering, Consents, Land & Property, and other cross‑programme functions.
- Track deliverables, risks, issues, and resourcing requirements, providing regular progress reporting to client commercial teams, the Head of Surface Access Strategy, and the Surface Access Director.
- Ensure surface access deliverables are robust, auditable, and compliant with DCO and Environmental Impact Assessment (EIA) requirements, maintaining clear records of engagement and decision‑making.
- Coordinate meetings, workshops, and governance forums, and prepare briefings and documentation for DCO‑related statutory stakeholder engagement, providing clear and consistent communication across all parties.
Qualifications
These skills are essential
- Strong programme coordination or PMO experience on major infrastructure or planning programmes.
- Ability to manage multiple interfaces across technical, environmental, and planning teams.
- Excellent organisational and communication skills, with experience preparing reports, briefing papers, and stakeholder materials.
- Ability to support structured, compliant delivery in a regulated or planning‑intensive environment
Ideally, you will also have
- Experience supporting DCO, EIA or large‑scale transport/infrastructure projects.
- Understanding of surface access modelling or transport planning processes.
- Experience coordinating consultant‑delivered work packages.
