Description
You will lead the end-to-end investment governance lifecycle, ensuring funding requests are robust, evidence-based and aligned to strategic priorities. All investment proposals move through structured presentation, assurance and QA processes, and you will play a central role in preparing, challenging and refining submissions before they reach senior decision forums.
Working closely with airline partners and senior executives, you will influence funding approvals, manage changes to investment allocations, and oversee financial impacts where programme disruption affects spend profiles. You will also chair governance forums with senior stakeholders, driving disciplined decision-making and financial control.
Responsibilities
- Own and evolve the enterprise IT Demand Management framework, setting strategic governance that ensures demand is captured, prioritised and resourced in line with organisational objectives
- Shape portfolio-level decision-making by providing authoritative insight into demand, workforce trends and investment trade-offs, influencing funding and resource allocation at senior level
- Lead enterprise demand governance, acting as the senior escalation point to safeguard compliance, mitigate risk and protect portfolio integrity
- Define and govern performance metrics and reporting frameworks, delivering data-driven intelligence that informs long-term planning, value realisation and workforce strategy
- Drive the strategic roadmap for demand tooling and analytics, ensuring transparency, scalability and alignment with product, platform and enterprise technology roadmaps
- Lead workforce planning integration, shaping future capability requirements and influencing the optimal balance of permanent and contingent resource to deliver critical initiatives
Qualifications
- Experience working within a regulated environment, ideally utilities such as water, with a solid understanding of governance, risk and compliance expectations
- Strong awareness of investment governance, including the balance between Capex and Opex, cost of ownership and benefits realisation
- Familiarity with SAFe or scaled agile environments, or exposure to lean portfolio management approaches, with governance remaining the core focus
- Experience partnering with Quality, Risk and Delivery teams to ensure processes are followed, controls are effective and continuous improvement is embedded through PDCA-style reviews
- A clear understanding of how work flows through IT, with the ability to bring transparency and encourage strong communication across the wider technology function
- Attention to detail and a structured approach to benefits management and quality assurance, ensuring funding decisions are robust and well supported
