Job purpose: 

 

The Data Governance and Quality Lead is accountable for defining, implementing, and continuously improving the organisation’s Data Governance Framework.  

 

This role provides strategic leadership to ensure that data is managed as a valuable asset, with clear ownership, quality standards, and compliance controls.  

 

The role oversees a central Data Governance Team and supports embedded Data Governance Analysts across change teams to ensure consistent application of data management practices. 

 

 

Key accountabilities: 

 

Strategic Ownership & Framework Leadership 

  • Own and maintain the Data Governance Framework for Together Group, aligned to DAMA principles, ensuring it supports organisational strategy and regulatory requirements 

  • Contribute to the facilitation of the Group’s Data Strategy, ensuring governance and quality are embedded throughout 

  • Responsible for the delivery of the data governance change plan across the group, providing thought and change leadership  

 

Team Leadership & Resource Management 

  • Lead the central Data Governance Team, including management of specialist data governance analyst resources 

  • Provide leadership and direction to Data Governance Analysts embedded in change teams, ensuring consistent application of governance principles. 

  • Champion change and act as an ambassador for improved data quality, promoting its benefits and delivering innovative solutions. 

 

Data Quality Management 

  • Oversee Data Quality Issue Management, including triage, resolution, and root cause analysis. 

  • Define and monitor data quality KPIs and metrics, ensuring appropriate escalation and remediation processes are in place. 

  • Establish and maintain Data Quality Scorecards to proactively monitor and report on data quality across the group. 

  • Responsible for the delivery of data quality improvement initiatives as defined, agreed, and prioritised. 

  • Work closely with data owners and users to ensure root causes of data issues are understood and resolved, not just symptoms. 

 

 

 

Governance Operations & Compliance 

  • Maintain the Data Retention Schedule and Record of Processing Activities (ROPA) in line with data protection obligations. 

  • Collaborate with Legal, Risk, Compliance, and IT to ensure data governance aligns with broader risk and control frameworks. 

  • Oversight and reporting of risks caused by ineffective data management, working within the Enterprise Risk Framework to develop and implement appropriate controls. 

  • Support audit and regulatory reporting requirements related to data governance and quality. 

 

 Metadata & Stewardship Enablement 

  • Champion data ownership and stewardship, embedding accountability for data quality and compliance across business and technical teams. 

  • Create and maintain a data catalogue to capture business definitions, data lineage, and associated metadata. 

 

Culture, Education & Engagement 

  • Drive data governance awareness and education, including training, communications, and stakeholder engagement. 

  • Contribute to the development of a data culture that values transparency, accountability, and continuous improvement. 

 

 

Essential skills and experience: 

  • Proven experience in data governance, data quality, or data management leadership roles. 

  • Strong understanding of data governance frameworks (e.g., DAMA-DMBOK) and regulatory requirements (e.g., GDPR). 

  • Experience managing data quality processes, including issue management, root cause analysis, and remediation. 

  • Familiarity with data protection and privacy regulations, including maintenance of ROPA and retention schedules. 

  • Excellent stakeholder management and communication skills, with the ability to influence at all levels. 

  • Experience leading cross-functional teams and working in matrixed environments. 

  • Strong analytical and problem-solving skills, with the ability to interpret complex data issues and drive resolution. 

  • Proficiency with data governance tools (e.g., Unity Catalogue). 

  • Knowledge of Data Profiling, Data Definitions/Data Catalogue Management, DQ Issue Management, root cause analysis and reference data management. 

  • Experience of developing data profiling routines and data quality scorecards 

  • Excellent SQL & Data Literacy skills, able to work with less data literate customers to achieve required outcomes. 

  • Excellent stakeholder management skills at all levels, with strong written and oral communication skills. 

  • Self directed learner and self starter, able to work effectively without supervision/direction. 

  • Significant (10yrs +) Data Governance /Data Quality Management experience.  

  • Knowledge of enterprise risk management practices within a regulated industry. 

Nice to have skills and experience: 

  • Prior experience within a financial services environment (Experience with the UK mortgage market particularly useful). 

  • Degree qualified in a relevant subject (or suitable equivalent industry experience). 

  • Member of relevant industry bodies. 

  • Well established relevant professional network. 

  • Certification in data governance or data management (e.g., DAMA CDMP, DCAM, DGSP). 

  • Experience working in regulated industries (e.g., financial services). 

  • Familiarity with enterprise architecture and data lifecycle management.
