Description
The Surface Access Bus & Coach Lead acts as the client sponsor and subject matter expert for the surface access bus and coach strategy, providing authoritative leadership to ensure that bus and coach networks, services and associated infrastructure are designed in line with the requirements of the expansion DCO and fit for the future of Heathrow.
The role is accountable for translating DCO and Airports National Policy Statement (ANPS) requirements into clear, implementable guidance for surface access and modelling consultants, and for assuring that all bus/coach modelling and design outputs are robust, compliant, and defensible to statutory stakeholders.
This role plays a critical part in maintaining the DCO critical path, reducing programme risk, and ensuring that public transport mode share targets required for consent are demonstrably achievable.
Responsibilities
- Act as the client sponsor and senior subject‑matter expert for surface access bus and coach strategy, ensuring wider public transport considerations align with Heathrow’s Expansion programme.
- Deliver the requirements of the Airports National Policy Statement (ANPS) and support achievement of public transport mode share targets required for Development Consent Order (DCO) consent.
- Provide authoritative advice on the design of bus and coach networks, services, and supporting infrastructure, translating complex policy and DCO requirements into clear instructions for consultants and modelling suppliers.
- Ensure effective integration between surface access modelling, environmental assessment, and DCO requirements, and confirm bus and coach inputs to DCO modelling are complete and aligned with the programme.
- Provide active client leadership to drive quality, consistency, and timely delivery, including review and sign‑off of technical outputs and assurance of consultation documentation related to bus and coach proposals.
- Support engagement with statutory stakeholders and influence cross‑disciplinary teams, consultants, and suppliers to ensure expectations are understood, addressed, and fully integrated into surface access solutions.
Qualifications
- Strong and proven experience within the bus and coach industry, with knowledge of design of bus/coach infrastructure and network development.
- Experience working within DCO, EIA or significant infrastructure projects.
- Strong understanding of transport modelling principles and assurance in a statutory planning context.
- Experience translating policy and legislative requirements into technical scope and delivery instructions.
- Ability to critically review and challenge consultant outputs.
- Strong stakeholder management skills, with experience engaging statutory bodies and examination processes.
- Excellent written and verbal communication skills.
Ideally, you will also have
- Experience working client‑side or in a sponsor role on complex infrastructure programmes.
- Familiarity with ANPS requirements and public transport mode share commitments.
- Understanding of highways, junction assessment and operational modelling interfaces.
