Description
The Surface Access Strategy Manager is responsible for leading the development and delivery of Heathrow Airport Limited’s surface access strategy in support of the Airport National Policy Statement (ANPS) requirements and the Development Consent Order (DCO) process.
The role provides specialist strategic leadership and support across surface access modes, confirming that transport strategies, modelling inputs and stakeholder engagement materials are robust, auditable and fit for statutory examination. The postholder plays a key role in enabling DCO consent by making sure that surface access impacts are clearly understood, mitigated and aligned to national and local policy expectations.
Responsibilities
- Lead the development of an integrated Surface Access strategy for the DCO, covering public transport, active travel, taxi and private hire, and supporting alignment with long‑term network planning and ANPS commitments.
- Ensure Surface Access strategies are evidence‑based, mature, and robust enough to withstand consultation, examination, and audit, while supporting the overarching requirements of the DCO submission.
- Produce high‑quality strategy documentation and materials for inclusion in the Environmental Impact Assessment (EIA) and DCO, maintaining clear, auditable links between strategy development, modelling assumptions, and outputs.
- Provide strategic input to future rail and wider transport planning in collaboration with relevant stakeholders, ensuring strategies feed effectively into transport modelling and impact assessment.
- Act as a subject‑matter lead in engagement with key stakeholders including Transport for London, National Highways, Network Rail, and industry forums responding to feedback while maintaining alignment with programme objectives.
- Manage Surface Access workstreams to agreed timelines, enabling readiness for DCO milestones, identifying and mitigating risks, and supporting efficient delivery by minimising re‑work and ensuring controlled, evidence‑based change.
Qualifications
- Significant experience in transport or surface access strategy development within complex infrastructure or planning environments.
- Strong understanding of statutory planning processes, including DCOs and environmental assessment frameworks.
- Proven ability to translate strategic policy requirements into clear, evidence‑based deliverables.
- Experience of working with transport modelling teams and using modelling outputs to inform strategy.
- Excellent stakeholder management skills, including engagement with statutory bodies and senior external partners.
Ideally, you will also have
- Experience of airport, aviation or nationally significant infrastructure projects.
- Knowledge of the ANPS and its surface access requirements.
- Familiarity with multi‑modal transport strategy development at regional or national level.
