Role Purpose

As Finance Regulatory Technical Delivery Lead, you’ll lead critical Finance Technology change end-to-end across a regulated banking environment. You’ll act as the senior technology change partner to Finance stakeholders and the wider Technology organisation, providing direction, escalation and decisioning when delivery is complex. With a global remit, you’ll coordinate teams across India, Hong Kong, China and the UK to deliver outcomes safely, on time and with strong control discipline. The role spans cross–value stream programmes including regulatory commitments, audit remediation and strategic modernisation. Success means clear ownership, well-managed dependencies and delivery that stands up to scrutiny from Risk, Compliance and Internal Audit.

What you will be doing

• Leading end-to-end delivery across Finance Technology for critical regulatory and strategic programmes against agreed outcomes, milestones and OKRs.
• Acting as the senior interface across Finance, Risk, Compliance, Internal Audit and Technology leadership to drive decisions and unblock delivery.
• Defining and driving an integrated multi-year change roadmap that prioritises, sequences and resources initiatives across value streams.
• Managing cross–value stream dependencies across architecture, engineering, data and operations to ensure front-to-back delivery is threaded end-to-end.
• Establishing strong programme governance including steering forums, RAID, delivery assurance and transparent reporting.
• Embedding control discipline through evidence-based delivery including documentation, testing, traceability and signoffs.
• Driving adoption of Agile and DevOps practices where appropriate while maintaining robust stage gates for regulatory programmes.
• Owning portfolio resource and financial management including capacity planning, sourcing strategy, budgeting, forecasting and benefits tracking.
• Coordinating with production and service teams to deliver change with operational resilience and minimal disruption to finance cycles.
• Leading vendor and partner performance and commercial governance where applicable.

What we are looking for

• Proven senior technology change leadership delivering complex cross-domain programmes in a regulated banking environment.
• Leading regulatory and control-driven delivery including engagement with audit or regulators and evidence-based execution.
• Operating effectively across a federated organisation, influencing across multiple value streams and driving clear decisioning.
• Applying strong understanding of front-to-back technology delivery across domains such as core banking, trading systems, sub-ledgers, finance platforms and data or integration.
• Running robust programme governance including steering, RAID, milestones, benefits and delivery assurance.
• Managing budgets, forecasting, investment governance and benefits realisation with strong financial acumen.
• Planning capacity and resourcing across geographies, building high-performing teams and resolving delivery bottlenecks.
• Applying a strong risk and control mindset while managing multiple concurrent priorities under pressure.
• Communicating complex topics clearly in writing and verbally with senior stakeholder gravitas.
• Partnering with architecture and engineering to align delivery to target state and manage transitional architecture.
