From siloed data to digital insight: Capco’s cloud transformation for a UK insurer

In today’s insurance world, data isn’t just a back-office function; it’s the engine that powers growth, innovation, and customer experience. But when data sits in silos, it becomes a blocker rather than a driver. That’s exactly the challenge a leading UK Property & Casualty insurer faced as they set their sights on becoming the UK’s No.1 home insurer.

The client challenge

The insurer’s existing data landscape relied on multiple on-premises platforms with little to no integration. This setup made it difficult to run advanced analytics or unlock the potential of AI and ML, slowing innovation and limiting growth opportunities.

Capco’s solution

Capco worked with the client to define and deliver a new data strategy, architecture, and a cloud-native platform built on Google Cloud Platform (GCP). The solution was designed around four core pillars:

Data Platform – Designed and built an extensible cloud-based platform aligned with the group’s architecture standards, including standardised data ingestion, curation, and provisioning frameworks. GCP services were stood up, enabling secure pipelines for data anonymisation, ingestion, cleansing, and preparation.

Data Architecture – Developed a robust general insurance data model and data products supporting AI/ML and analytics use cases. This included comprehensive source-to-target mapping, model construction, and User Acceptance Testing to ensure consistency with source systems.

Data Management – Established a data management framework incorporating strategic tools (Ataccama & Collibra), embedding policies, standards, and processes to govern, manage, and trust data delivered via the platform.

Governance & control – Implemented a suite of governance capabilities, including data quality controls with monitoring dashboards, metadata and lineage tracking, privacy integration, and operational workflows for change/demand management and onboarding of data products.

The outcomes

Within just six months, Capco enabled the client to launch its first greenfield, large-scale, cloud-native System of Insight. Results included:

  • 20+ TB of data migrated

  • 10+ GCP cloud services deployed

  • 32 reusable, curated data assets created

  • 3 on-prem applications decommissioned

  • 49 common data elements identified and catalogued

  • 2 data products delivered

With this foundation in place, the insurer gained not just a modern data platform but the governance and trust needed to accelerate digital innovation across the business.
