This Deputy Director post is one of three within the Investment and Security Unit (ISU). The ISU administers the powers under the National Security Investment Act to investigate and intervene where necessary in mergers, acquisitions and other deals that could threaten the UK’s national security.
There are three broad stages of screening:
- The initial risk identification stage, whereby the team reviews a large volume of transactions, to identify those with the potential for national security risk and ‘call them in’ for further assessment if needed
- The risk assessment stage - the responsibility of this postholder - whereby the team conducts more detailed analysis of a smaller number of transactions to further articulate national security risk and, if it exists, make proposals to mitigate it through a ‘Final Order’ on the transaction
- The compliance and enforcement stage – responsible for monitoring compliance with all elements of the Act, including the requirements in Final Orders; and undertaking enforcement action where necessary. These operational teams are complemented by a further Deputy Director-led team responsible for a range of other core activities such as policy, analysis, governance, international engagement, and the resilience of our digital systems.
