About the team

The Safety & Environmental Specialist – Power Operations will develop, implement, and continuously improve safety and environmental programs supporting the Power Operations fleet.

Description

Oracle is seeking an experienced Safety & Environmental Specialist – Power Operations to develop, implement, and continuously improve safety and environmental programs supporting the Power Operations fleet.

This senior individual contributor will have end-to-end responsibility for establishing the programs, processes, standards, metrics, and governance necessary to achieve exceptional safety performance and 100% environmental compliance. The role will partner closely with site operations, maintenance, engineering, project teams, and leadership to embed safety and environmental excellence into day-to-day operations.

The Safety & Environmental Specialist will be responsible for environmental compliance programs, including site permitting and air permit management, as well as development and execution of fleet-wide safety programs including employee observations and reporting, safety committees, recognition programs, performance metrics, and continuous improvement initiatives.

This role will help establish and reinforce two fundamental expectations across Power Operations: a 100% compliance mindset for environmental performance and a “Not on My Watch” safety culture in which every employee is empowered and expected to identify hazards, speak up, intervene, and take ownership for protecting themselves and others.

Responsibilities

Environmental Compliance & Performance

  • Develop, implement, and maintain the environmental compliance program supporting Power Operations sites.

  • Provide end-to-end oversight of environmental compliance requirements and associated obligations across the fleet.

  • Coordinate the development, application, renewal, modification, and ongoing compliance requirements associated with site environmental permits, including air permits.

  • Establish systems for tracking permit conditions, reporting requirements, testing requirements, inspections, deadlines, and other compliance obligations.

  • Partner with site teams, engineering, project organizations, consultants, and regulatory specialists to ensure environmental requirements are incorporated into both new and existing operations.

  • Maintain visibility into environmental compliance status across all applicable locations and promptly escalate potential compliance risks.

  • Support environmental inspections, audits, assessments, regulatory reporting, and corrective actions.

  • Identify regulatory or operational changes that could affect environmental compliance and coordinate appropriate organizational responses.

  • Establish processes designed to maintain a 100% environmental compliance mindset across the fleet.

Safety Program Development & Execution

  • Develop, implement, and continuously improve the Power Operations safety program.

  • Establish a comprehensive safety observation and reporting program that encourages employees to proactively identify hazards, unsafe conditions, positive safety behaviors, and improvement opportunities.

  • Develop processes that make safety reporting accessible, actionable, and focused on learning and prevention.

  • Establish and support site and/or fleet-level safety committees to increase employee participation and ownership of safety performance.

  • Develop safety recognition and rewards programs that reinforce proactive behaviors, employee engagement, hazard identification, and meaningful contributions to safety improvement.

  • Partner with operations leadership to ensure safety expectations are incorporated into planning, maintenance, procedures, projects, and daily work execution.

  • Promote consistent application of safety standards and expectations across the fleet.

“Not on My Watch” Safety Culture

  • Lead development and implementation of a “Not on My Watch” safety program and philosophy across Power Operations.

  • Build a culture in which every employee understands they have both the authority and responsibility to identify and address unsafe conditions.

  • Reinforce expectations that employees speak up, stop work when appropriate, intervene when they observe risk, and actively protect coworkers and partners.

  • Develop communications, training, recognition, and engagement activities that reinforce personal ownership of safety.

  • Partner with leaders at all levels to ensure safety expectations are demonstrated through actions and operating decisions.

  • Promote learning from observations, near misses, events, and operating experience to prevent recurrence and reduce risk.

KPI Development, Tracking & Reporting

  • Develop and maintain comprehensive safety and environmental KPIs for Power Operations.

  • Establish consistent methods for collecting, validating, analyzing, and reporting safety and environmental performance data.

  • Develop dashboards and recurring reports that provide leadership with clear visibility into fleet performance, trends, risks, and areas requiring attention.

  • Track both leading and lagging indicators to provide a balanced view of organizational performance.

  • Develop leading indicators that measure proactive activities such as observations, hazard identification, corrective actions, safety engagement, training, inspections, and compliance activities.

  • Analyze trends and identify systemic risks or recurring issues requiring fleet-level action.

  • Provide regular performance reporting and recommendations to Power Operations leadership.

Corrective Actions & Continuous Improvement

  • Ensure safety and environmental findings, observations, events, audit results, and compliance issues are appropriately entered into established corrective action processes.

  • Monitor corrective actions through completion and escalate overdue or high-risk items as appropriate.

  • Conduct or support reviews of significant safety and environmental events to identify root causes, contributing factors, and organizational lessons learned.

  • Develop mechanisms for sharing lessons learned and best practices across the fleet.

  • Identify opportunities to standardize processes, eliminate recurring issues, and improve overall safety and environmental performance.

  • Use operating experience, performance data, employee feedback, and industry practices to continuously strengthen programs.

Governance, Procedures & Training

  • Develop and maintain safety and environmental policies, procedures, standards, and program documentation.

  • Ensure requirements are translated into clear, practical expectations that can be consistently implemented by operating teams.

  • Partner with operations and training organizations to identify required safety and environmental training and ensure appropriate programs are established.

  • Support development of site-specific requirements where local regulations, permits, equipment, or operating conditions require additional controls.

  • Maintain program documentation in a manner that supports operational effectiveness, regulatory compliance, and audit readiness.

Cross-Functional Partnership

  • Serve as a senior safety and environmental subject-matter expert for the Power Operations organization.

  • Develop strong working relationships with operations, maintenance, engineering, project management, data center operations, and leadership teams.

  • Provide guidance to site teams on safety and environmental requirements, risks, and appropriate controls.

  • Participate in operational planning and project reviews to ensure safety and environmental considerations are addressed early in the decision-making process.

  • Work effectively with external consultants, service providers, regulatory specialists, and other third parties as required.

  • Communicate emerging risks, compliance concerns, performance trends, and recommended actions clearly to leadership.

Qualifications - Required

  • Bachelor’s degree in environmental science, occupational safety, engineering, industrial hygiene, environmental engineering, or a related technical field.

  • 10+ years of professional experience in safety, environmental compliance, EHS, utility operations, industrial operations, or a closely related field.

  • Demonstrated experience developing and implementing safety and/or environmental programs in a complex operational environment.

  • Experience with environmental permitting and regulatory compliance, including familiarity with air permitting requirements.

  • Experience developing safety programs, employee engagement initiatives, observation programs, or similar proactive safety processes.

  • Demonstrated ability to develop performance metrics, analyze trends, and communicate results to operational and executive stakeholders.

  • Strong understanding of risk management, corrective action, continuous improvement, and compliance principles.

  • Strong written and verbal communication skills with the ability to influence across multiple levels of an organization.

  • Demonstrated ability to work independently as a senior individual contributor while driving programs across geographically distributed operating locations.

Preferred Qualifications

  • Experience in the electric utility, power generation, energy, data center, or other mission-critical infrastructure industry.

  • Experience supporting environmental compliance for power generation or large industrial facilities.

  • Experience with air permitting, emissions compliance, environmental reporting, and associated regulatory requirements.

  • Experience developing or managing behavioral safety, safety observation, near-miss, employee engagement, or safety recognition programs.

  • Familiarity with OSHA requirements and applicable federal, state, and local environmental regulations.

  • Experience developing executive-level safety and environmental dashboards and KPI reporting.

  • Professional certifications related to safety or environmental management are preferred.

Ideal Candidate Profile

The ideal candidate is an experienced safety and environmental professional who combines strong technical knowledge with the ability to build programs, influence behavior, and create organizational accountability.

This individual understands that compliance is the minimum expectation—not the end goal. They will establish the systems, processes, and visibility necessary to maintain a 100% environmental compliance mindset, while proactively identifying and addressing risks before they become events.

From a safety perspective, this individual will help create a culture in which employees do not walk past risk. The “Not on My Watch” philosophy means that every employee takes personal ownership for safety: identifying hazards, speaking up, intervening when necessary, and looking out for coworkers and partners.

Success in this position will be measured not simply by compliance statistics or injury rates, but by the development of a mature, proactive organization where safety and environmental responsibility are embedded into how Power Operations plans, makes decisions, and executes work every day.
