Full-Stack Developer / Software Engineer (SC Cleared) | Inside IR35 | Remote with occasional London office days

The Role

We are seeking an experienced, hands-on Full-Stack Software Engineer with significant data engineering and backend Python expertise to join a multidisciplinary engineering team at the Ministry of Justice (MoJ).

In this role, you will work across the full stack, from engineering robust data pipelines to developing interactive user interface components for link analysis and entity visualisation. Operating in a secure, data-intensive environment, you will build and integrate reusable software components that connect with data architecture to further understand intelligence systems.

Skills and Experience Required

  • Full-Stack Development & Python: Significant commercial experience developing production-grade Python applications, services, and modern front-end/interactive components.

  • Data Engineering & ETL/ELT: Strong background designing, building, and optimising scalable ETL/ELT pipelines for ingesting, transforming, and delivering structured and unstructured data.

  • Graph & Network Analysis: Familiarity with creating data structures, graph workflows, and user-facing capabilities for entity resolution, link analysis, and network visualisation.

  • API & System Integration: Proven experience integrating data across multiple sources—including RESTful APIs, relational databases, streaming systems, and legacy applications

  • Agile & Modern Engineering: Strong proficiency with Git, CI/CD pipelines, automated testing, containerisation, and structured code reviews.

  • Active Security Clearance (SC): Active UK Security Clearance (SC or DV) is strictly mandatory due to the sensitive nature of the intelligence data being processed.

Technical Experience and Tooling

  • Languages & Frameworks: High proficiency in Python and SQL. Practical experience with Kotlin, Java, or modern JavaScript frameworks is highly desirable.

  • Data Processing & Storage: Practical experience using PySpark, Spark, or Pandas for large complex datasets and relational/graph data models.

  • Cloud & Infrastructure: Hands-on experience with AWS services, Infrastructure as Code (Terraform), Docker, Kubernetes, and orchestration tools (dbt, Airflow).

  • Standards: Experience working within GDS (Government Digital Service) design standards and secure development frameworks. E.g GOV.UK Frontend, GOV.UK Design System and the Service Manual guidance.

  • AWS Experience: Experience building secure AWS CI/CD pipelines using CodePipeline, CodeBuild, CodeDeploy and infrastructure as code.

  • Data Integration: Experience building secure AWS data integrations using Glue, Lambda, API Gateway and event-driven services.

Working Arrangements

Remote working, with potential for team and stakeholder meetings in London up to one day per week. Active UK Security Clearance (SC) is required before onboarding.

  • Business Documentation & Rules Capture: Exceptional ability to document business processes, reporting rules, business definitions, and governance artifacts into shared repositories.

  • Stakeholder Engagement & Collaboration: Strong ability to work collaboratively across multi-agency environments to understand how performance information is produced, interpreted, and used for decision-making.

  • Performance Oversight & Evaluation: Experience evaluating the role, value, and limitations of localised intelligence alongside aggregate national performance data.

  • Process Optimisation & Automation: Ability to identify specific, viable opportunities to simplify and automate existing performance reporting products while maintaining transparency, auditability, and governance.

  • Active Security Clearance (SC): Active Security Clearance is required for immediate onboarding and access to MoJ systems and environments.
